From Employability to Moral Agency: Ubumuntu and the Moral Telos of Rwandan Higher Education

Higher education is increasingly judged through employability, skills and economic contribution, yet professional competence does not by itself determine how that competence should be exercised. This article examines how Rwandan higher-education policy and institutional architecture represent the moral, civic and professional formation of graduates. A critical interpretive analysis of eight authoritative public documents is combined with a structured scholarly evidence map and philosophical synthesis on character, practical wisdom, moral agency and African relational ethics. The documentary reconstruction reveals a dual telos: human-capital and labour-market commitments coexist with explicit expectations concerning human values, citizenship, integrity, dignity, service and social justice. The central weakness is therefore not normative absence but incomplete formative integration: public documents specify valued ends more clearly than the educational and institutional processes through which those ends become practical judgment and responsible agency under pressure. The article develops the Rwanda Higher Education Moral Formation Architecture (R-HEMFA), in which a rights-sensitive reconstruction of Ubumuntu functions as a cross-cutting relational orientation rather than a cultural substitute for pluralism or individual dignity. The argument reframes employability as necessary but normatively insufficient for graduate formation.
