Abstract

This study interrogates the contemporary elevation of youth leadership as a policy and cultural ideal, arguing that credentialism and global governance rhetoric have displaced the biblical norm of elder-led authority. Anchored in a Sola Scriptura stance, the analysis integrates three lenses—Generational Theory, Foucault’s power-knowledge, and a biblical theology of authority—to examine how education-based legitimacy and innovation discourse reconfigure who is deemed fit to lead. Methodologically, it is an integrative review and documentary analysis of peer-reviewed research, official datasets, and institutional programs between 2000 and 2025, bounded ex ante to reduce selection bias and coded for design and risk-of-bias characteristics. Findings indicate that credentialism reallocates status toward younger, formally qualified actors while sidelining tested character, with measurable organizational costs where compliance proxies for competence. Transnational mechanisms—including UN Youth2030 pipelines, WEF Young Global Leaders, and philanthropic fellowships—regularize this shift by selecting, financing, and platforming youth aligned to secular-progressive frames. Concurrent cohort evidence on religiosity and moral permissiveness suggests downstream effects on institutional stability and ethical baselines. By contrast, Scripture locates ordinary governance in mature, plural elder leadership, cautioning against novice elevation (1 Tim 3:6; Job 12:12; Isa 3:4). The paper contributes a theoretically coherent account of how youth-first regimes emerge, why they are spiritually and civically brittle, and what an intergenerational, elder-led corrective entails. Policy and ecclesial implications include pairing youth participation with accountable elder oversight, reforming credential-centric selection, and rebuilding mentoring architectures that join youthful strength to seasoned wisdom.
